NAFTA talks drag

OTTAWA — The third round of NAFTA talks began this weekend and negotiators have yet to reach a breakthrough. Steve Verheul, Canada’s lead negotiator said that the U.S. has yet to propose some of the more contentious changes the White House had promised to seek, but would not say whether a new deal would be reached by year’s end. Verheul doesn’t anticipate that the U.S. will press its objections to Canada’s dairy supply management system this week. Rules of origin for auto parts and the dispute hearing process – which Washington wants to scrap – also haven’t figured in the talks yet.
