WASHINGTON — U.S. housing starts in January were down 3.8% to 1,099,000 seasonally adjusted from December, reports the U.S. Census Bureau. However, year over year they were up 1.8%. Building permits in January were also down, by 0.2%, from December, but they were up 13.5% from January 2015.
