WASHINGTON — Housing starts rose 3.2% in November to a seasonally adjusted annual rate of 1.26 million, the U.S. Commerce Department reported, due to higher activity in apartment construction. The November rate marked a 3.6% decline from a year ago. Starts on single-family dwellings fell 4.6% from October and 13.1% from last November. Some data were affected by weather factors, as homebuilding spiked in the South after Hurricanes Florence and Michael. In the West, meanwhile, California wildfires may have contributed to a drop in groundbreaking.
