OTTAWA — Canada’s finance minister is proposing an overhaul to the federal wage subsidy that would extend its duration and loosen restrictions. Bill Morneau’s plan includes continuing the program through to December 19 and eliminating the requirement to prove a 30 percent drop in revenue. Businesses had complained that the threshold excluded many of them from the benefits. Under the draft legislation, the amount granted to a company will be tied to its loss of revenue.
