WASHINGTON — U.S. retail sales in September jumped by 1.6%, the greatest increase since March 2015, as homeowners worked to rebuild after successive hurricanes. The gains, announced by the U.S. Commerce Department, followed a 0.1% slip in August. Vehicle sales and gasoline also loomed large in the figures: without them, the increase came to 0.5%.
