WASHINGTON, D.C. ― According to the U.S. Census Bureau, housing starts south of the border in September were at a seasonally adjusted annual rate of 1,256,000, down 9.4% from August but up 1.6% from the same time a year ago. Building permits in September were at a seasonally adjusted annual rate of 1,387,000. This is 2.7% below the previous month, but up 7.7% year over year.
