WASHINGTON — U.S. housing starts in March were up 2.0% from February, to a seasonally adjusted rate of 926,000, reports the Commerce Department. Year over year, the rate was up 2.5%. Building permits in March were at a seasonally adjusted annual rate of 1,039,000, down 5.7%, but up 2.9% from March 2014.
