WASHINGTON — U.S. retail sales failed to realize an expected 0.4% gain in July, instead showing no change after a 0.8% spike in June. Compared to last July, however, sales were up 2.3%. Sales declined in building materials and garden equipment, clothing, sporting and hobby goods, electronics and appliance outlets and service stations, restaurants, and bars.
