WASHINGTON — Building permits in the U.S. in April were up 8.0% to 1,080,000 seasonally adjusted from the March rate, and up 3.8% from April 2013, the U.S. Census Bureau has reported. Housing starts were up 13.2% month over month to 1,072,000 seasonally adjusted, and up 26.4% from April 2013.
